Cardiff is technically part of Encinitas, but nobody who lives here calls it that. Ask a homeowner on Chesterfield where they live and the answer is Cardiff. We've worked here since 2008, and we build the way locals expect: quietly, on small lots, on streets where the neighbors notice everything.
What makes Cardiff different from a building standpoint is the topography. West of I-5 the land climbs hard off the beach, which is why so many Cardiff homes have ocean views and why almost every project here becomes a conversation about height, view corridors, and what the neighbor uphill is going to say. The Composer District sits on that slope. So do the streets above San Elijo Lagoon. A second story that would sail through plan check in Vista turns into a design exercise in Cardiff.
The other factor is the housing stock. A lot of Cardiff was built between the 1940s and the 1960s as small beach cottages, and a lot of those cottages have been added onto two or three times over seventy years, not always with permits. That history shows up the day we open a wall.

Working in Cardiff: What to Know
Cardiff is under the City of Encinitas for planning and permits, so the process runs through Encinitas even though the community identity is its own. Encinitas planning pays close attention to how a project fits the surrounding block, and Cardiff is one of the places where that scrutiny is heaviest. Designs that ignore neighborhood context get sent back.
The Coastal Commission overlay applies to essentially all of Cardiff west of I-5. Height, setbacks, and view corridors get real review. On the lots closest to San Elijo Lagoon, drainage and runoff requirements are stricter than most homeowners expect, and grading plans get looked at carefully.
Older Cardiff homes also have a habit of revealing prior work that was never permitted. Additions, converted garages, enclosed patios, bathrooms that appeared sometime in the 1980s. We plan for the possibility during estimating so a discovery doesn't blow up the budget mid-project.
Staging deserves a mention here more than anywhere else we work. On a Composer District street with no shoulder, where the trucks park and how long they stay is a real part of the plan.
