Oceanside's planning department has room to improve, and being honest about that is part of how we set expectations. Permit timelines here are often longer than Carlsbad or Encinitas, and plan-check comments can take longer to come back. We plan for it — submitting clean, well-documented packages up front to minimize back-and-forth, and building realistic permit timing into the project schedule from day one. The coastal zone overlay applies to lots generally west of I-5 and adds review steps for those projects. Hillside lots in Fire Mountain and Morro Hills come with grading and drainage requirements.
